Description
Under the close supervision of a supervisory official, in an Environmental Services Program, learns to conduct routine surveys, studies, inspections, and/or investigations relating to the improvement and/or monitoring of environmental conditions, and/or the enforcement of environmental laws/regulations; does other related duties.

Specific to the Position
Position 1 and 2: The Environmental Services Trainee position in the Bureau of Pesticide Control performs inspections and investigations for compliance with the pesticide regulations and the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). Inspectors review pesticide application records, audit pesticide application and dealer businesses, investigate pesticide application complaints, fulfill compliance assistance requests, check pesticide product registrations, and work with other regulatory programs and agencies. The inspector is authorized to issue enforcement actions against violators of the pesticide regulations and acts as the case manager for the activities. The inspector is required to have a thorough knowledge of all applicable regulations and accomplish the continuing trainings/requirements to maintain inspector credentials for both New Jersey and the Environmental Protection Agency (EPA).

Position 3: Learns to participate in the design, development, and conduct of scientific studies and surveys in the field of water quality analysis and assessment. Learns to statistically analyze water quality and biological trends and correlations influencing these trends. Learns to perform statistical/geospatial analysis on data to inform assessments on water quality. Prepares reports of water quality containing findings, conclusions, and recommendations. Conducts shoreline investigations and assists with special projects. May learn to use water quality models to assess the relationships between biological impairment and water quality data. May assist with rulemaking and public outreach. May learn to analyze water samples in a laboratory setting. Attends internal and external meetings; maintains records.

Position 4: Collects and analyzes water quality samples necessary for freshwater assessment, including: physical/chemical water quality; stream flow measurements, continuous monitoring, bacteriological, source trackdowns, Harmful Algal Bloom monitoring. Utilizes electronic and computerized equipment for measuring water quality, and accurately locating sampling sites. May learn and performs statistical/geospatial analysis on data to inform assessments on water quality. Prepares accurate data summaries/reports, containing findings and conclusions. Assists with special projects. Operates state vehicles (truck/boat) and performs field activities year round.


Preferred Skill Set
Position 1: Candidate must have a basic working knowledge of common computer programs. Candidate must be able to write reports pertaining to enforcement activities and possess good communication skills. Candidate must possess good defensive driving skills as field work is required.

Position 2: Candidate must have a basic working knowledge of common computer programs. Candidate must be able to write reports pertaining to enforcement activities and possess good communication skills. Candidate is expected to show initiative and be able to prioritize tasks, as well as schedule their time and balance field activities and office time. Candidate must possess good defensive driving skills as field work is required.

Position 3: A willingness to conduct public outreach on behalf of the Bureau.

Position 4: Experience in fieldwork and water monitoring. A willingness to conduct public outreach on behalf of the Bureau.


Requirements
Education:  Graduation from an accredited college or university with a Bachelor’s degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences, Biological Sciences, or in Environmental Planning, Environmental Policy, or Physical Geography; or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.


NOTE:  All U.S. degrees and transcripts must be from an accredited college or university.  All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting.  Failure to provide documentation may result in ineligibility.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
